Our client envisioned a new subdivision for Leeston, Holly Fields, comprising over 220 allotments designed to enhance the local community with carefully planned growth. Overcoming the Challenges
The Holly Fields site presented significant challenges that required innovative thinking and strategic planning:
- Flooding Concerns: Baseline Group’s flood modelling revealed that the Leeston North Bypass, as designed, did not deliver the intended benefits to either the subdivision site or the township. Without intervention, stormwater runoff from the development could have exacerbated the localised flooding issues that Leeston historically experiences during heavy rainfall events.
- Council Delays: Efforts to gain resource consent for the entire development stalled at council for over a year due to unresolved flooding and stormwater concerns, delaying progress significantly.
Recognising these hurdles, Baseline Group took decisive action to reframe the development process.
Pivoting to Enable Progress
To unlock progress, Baseline Group proposed splitting the project into stages. This approach allowed Stage 1 to proceed independently, while the more complex issues on the remainder of the site could continue to be addressed. Stage 1 focused on the southern portion of the site, as it presented fewer dependencies and could be developed with manageable drainage solutions.
The flood modelling solutions developed by Baseline Group went beyond mitigating the subdivision’s impact. By diverting stormwater flows away from Leeston, they:
- Minimised the Development’s Impact: Ensured the subdivision did not worsen existing infrastructure constraints.
- Enhanced the Township’s Resilience: Provided significant flood relief for Leeston, reducing the risk of localised flooding during large rainfall events.
Delivering Stage 1 Consent
